In chapter 23, Amir said he and Assef both got what they deserved when Farid asked about the situation of that day. To be quite frank, I believe his words mean that he and Assef's hurts are both due to their guilty actions. They got punishment because of their guilt.
I still remember years ago, how Amir was eager to be beaten or cursed by Hassan for his selfish and cowardly action. He probably considered this as a way of redeeming himself. He feel guilty year after year. At this time, he got what he wanted finally---he was hurt because of someone related to Hassan at least. That's why he said he deserved it.
Meanwhile, Assef lost his left eye which he might had lost years ago due to his savage action. Hassan didn't do it that time, but his son made it at last. Assef did deserve it as an outrage person we all hate in this novel.
